CONGRATULATIONS

Congratulations to all members of HCMS, as there is a press release from CM house that the letter issued from Finance Deptt. on dated 10-06-2013 regarding NPA not a part of basic, will be withdrawn.
Instructions issued by Finance Department vide letter no 7/27/2007-4P-Pension(FD) dated 6/7-6-2013 regarding Pensionary benefits and vide letter no 1/19/2009-1PR(FD) dated 6-6-2013 regarding revision of rates of NPA are withdrawn vide same numbers dated 28-6-2013.
AND FINALLY ON DATED 25.07.13 VIDE No. 11/27/2010-3FR/16839, LETTER DATED 10-06-2013,REGARDING NPA NOT AS PART OF BASIC, HAS BEEN WITHDRAWN.(CLICK TO VIEW)

    finance deptt is in process of drafting haryana civil services ruleswhich include the following (Draft of Haryana Civil Services (Allowances to Govt. Employees) Rules, 2013 (For comments and not for implementation) )

    House Rent Allowance if residing at, or other than, the place of posting.─
    The House Rent Allowance of a Government employee shall be regulated as under :-
    (a) HRA as per the rate of place of posting if he is residing within the 20 Kms. away from the city of place of posting; or
    (b) HRA as per rate of place of posting or actual residence, whichever is less, if he is residing at a place more than 20 Kms. away from the city of place of posting;
    irrespective of the fact that the residence is at a place in the territory of the neighbouring State.

    this is defenitely a welcome step for those fed up with threats of not maintaining HQ in limit of 8 km and thus not receiving HRA.

    27 Grant of Non Practising Allowance.─

    Non Practising Allowance admissible to specific categories of the Government employees shall be regulated as under :- (1) Non-practising allowance shall be admissible @ 25% of Basic Pay (Pay in the Pay Band plus Grade Pay) or at the rate prescribed by the competent authority from time to time provided the Basic Pay Plus Non-practising allowance shall not exceed the highest pay of State Services, i.e. 79,000/- p.m.
    (2) Non-practising allowance shall not be a part of emoluments/basic pay for the purpose of computing Pension/Family Pension, Death-cum-Retirement Gratuity, Dearness allowance and any other compensatory allowance. However, NPA shall be included in the emoluments for the purpose of leave encashment and leave salary.

    we all must be aware that there is still no notification regarding the withdrawl of earlier notification regarding NPA and there is another step in CSR to cut the salaries of doctors our association must seek removal of this clause from the proposed notifications in forthcoming CSR.

    I have had a talk with our leaders and they are aware of this and are planning to take the necessary action in this regard.
    other associations affected are also in touch with them over this.
    besides, the steps taken by the leaders regarding the recent cut on n.p.a. was a very strong step and goes to their credit that they were able to get the step rolled back.Congrats to them and to our unity!!!!!
    in this case too, the arguments against not counting n.p.a. as a part of basic pay are going to be the same and hopefully the government will keep the status quo

Yes strong steps should be taken for getting notification of 10 june 2013 cancelled and this draft of CSR amended so that the dignity and financial status of doctors is not compromised and we get our due we should all be united and ready to do anything required as our worthy office bearers say

    2. dear all, we all know that now the bills for salary are not prepared manually but are done on line as e salary
      as you all might be aware, finance department had not only brought out the letters as discussed above, it had also changed the formula for calculation of salary in accordance with these letters.
      But, keeping in view the withdrawal of the same, the finance department had restored the formula for calculation of salary.
      so there is no cut in salary and it is being calculated as before.
